Preheat the oven to 375 degrees.
Line a sheet pan or shallow baking dish with parchment paper or foil.
Crack the eggs into a large mixing bowl and whisk until smooth.
Add the breadcrumbs, salsa, diced onion, shredded cheese, taco seasoning, minced garlic, chopped cilantro, salt, and pepper to the bowl.
Stir the mixture until evenly combined.
Add the ground beef to the bowl.
Mix gently until the meat is just combined with the other ingredients.
Shape the mixture into a loaf about 9 inches long and 5 inches wide.
Place the loaf onto the prepared pan or baking dish.
Bake the meatloaf for 40 minutes.
Remove the pan from the oven.
Spread 1/2 cup salsa evenly over the top of the loaf.
Sprinkle 1 cup shredded cheese over the salsa.
Return the meatloaf to the oven.
Bake for an additional 15 to 20 minutes until the center reaches 160 degrees.
Remove the meatloaf from the oven and let it rest for 10 minutes.
Slice the meatloaf and sprinkle with chopped cilantro before serving.
