Mix the pumpkin puree, granulated sugar, brown sugar, eggs, oil, milk, and vanilla in a second bowl until smooth.
Add the dry ingredients to the wet ingredients and stir until combined, without overmixing.
Fold in the raisins.
Pour the batter into the prepared loaf pan and smooth the top.
Bake for 65 to 75 minutes, or until a toothpick inserted into the center comes out clean.
Cool the bread in the pan for 10 minutes.
